The Fourth Committee Change Conference of the National Cleanroom and Related Controlled Environment Standardization Technical Committee (SAC/TC 319) was successfully held in Beijing

On November 27, 2025, the fourth committee replacement meeting of the National Clean Room and Related Controlled Environment Standardization Technical Committee (SAC/TC 319) (referred to as the Standardization Committee) was held in Beijing. Leaders, experts, and representatives from more than 70 member units, including the Standards and Technology Department of the State Administration for Market Regulation, the China Association for Standardization, and China Electronics Engineering Design Institute Co., Ltd. (hereinafter referred to as "China Electronics Institute"), attended the meeting.

The meeting was chaired by Wang Tianyi, Secretary General of the Standardization Committee. Sun Xiaohui, Director of the Information and Automation Department of the Standards and Technology Department of the State Administration for Market Regulation, and Zhang Xiuchun, Secretary General of the China Association for Standardization, attended and delivered speeches. Director Sun Xiaohui pointed out that national standards, as normative documents, aim to achieve uniformity in behavior regulations, data processing, and institutional governance in various industries, laying the foundation for the implementation of laws, regulations, and policy systems. Therefore, the importance of standardization work cannot be underestimated. We hope that all members can strictly monitor and further improve the quality of national standard preparation. Secretary General Zhang Xiuchun affirmed the work achievements and standardization achievements of the previous Standardization Committee, and hoped that the new committee could bring more opportunities and momentum to the development of the Standardization Committee.

Yang Guangming, Chairman of the Fourth Standardization Committee and Chief Technology Officer of China Electronics Institute, delivered a speech, expressing sincere welcome and gratitude to the attending members and representatives. He put forward five work requirements for the development of the Standardization Committee, including "leading the research and development of clean core technologies, improving the clean technology standard system, strengthening international exchanges and cooperation, dynamically optimizing the organization of the Standardization Committee, and broadening the development vision and fields of the Standardization Committee". He hopes that this committee can contribute indispensable technical strength to the realization of the "15th Five Year Plan Outline" and the grand blueprint of developing new quality productivity and building a modern industrial system. Subsequently, Chairman Yang Guangming issued certificates to the new Vice Chairman, Secretary General, and Deputy Secretary General of the Standardization Committee.

At the meeting, Wang Li, Deputy Secretary General of the Standardization Committee and Senior Advisor of China Electronics Institute, introduced five national standards that China Electronics Institute plans to apply for project approval, including the newly developed "Monitoring of Air Chemical Pollutant Concentrations in Cleanrooms and Related Controlled Environments"; Adopting international standards "Cleanrooms and Related Controlled Environments Part 4: Design, Construction, and Start up" and "Cleanrooms and Related Controlled Environments Part 8: Classification of Air Cleanliness (ACC) Levels by Chemical Concentration"; The guiding technical documents for national standardization are "Micro vibration Detection Methods for Cleanrooms and Related Controlled Environments" and "Environmental Quality and Efficiency Evaluation for Cleanrooms and Related Controlled Environments in Electronic Processes". The proposal of the proposed application standards not only embodies the planning and vision of continuously improving the clean technology standard system, but also reflects the standardization responsibility of the chairman unit.

This meeting passed the review of two national standards, including the "Technical Requirements for Micro Vibration Control in Cleanrooms and Related Controlled Environments" edited by the China Electronics Academy. The preparation team answered the review and inquiries of the attending experts. The meeting believes that this standard, combined with advanced experience and engineering practice in clean room micro vibration control technology at home and abroad, systematically proposes relevant control methods and technical requirements, which is of great significance for promoting industry development and technological progress.

The meeting promoted the four national standards issued by the Standardization Committee in 2025, including the "Technical Requirements and Applications for Cleanroom and Related Controlled Environment Testing" and "Technical Requirements for Static Electricity Control in Cleanrooms and Related Controlled Environments" edited by the China Electronics Academy. The editor in chief representatives introduced and interpreted the contents of the two standards respectively.

Qin Xueli, Vice Chairman of the Standardization Committee and National Survey and Design Master, as well as relevant personnel from the Vibration Center, Testing Division, and Science and Technology Center of China Electronics Institute, attended the meeting.
